Major Changes to the UK Immigration Rules: Skilled Worker Thresholds Increased and Overseas Recruitment for Care Workers Ends

The UK Government has announced significant changes to the Immigration Rules through a 138-page Statement of Changes (HC 997) published today. These changes mark the beginning of a “complete reset” of the UK immigration system, as outlined in the Government’s recent Immigration White Paper.
Key Changes to the Skilled Worker Visa Route
From 22 July 2025, the salary and skills thresholds for the Skilled Worker visa will be substantially increased. A key requirement now includes holding a bachelor’s degree or an equivalent RQF Level 6 qualification. As a result, around 180 occupations previously eligible under the Skilled Worker route will be removed from the approved list.
Transitional Provisions for Existing Skilled Workers
If you are already in the UK on a Skilled Worker visa or have an application submitted before 22 July 2025, you will be exempt from the new skill-level requirement. You can continue to:
- Renew your Skilled Worker visa
- Change sponsors
- Take supplementary employment, even in jobs below RQF Level 6
However, the Government has made it clear that these transitional arrangements are temporary and will be reviewed in due course.
Increased Salary Thresholds
The salary thresholds will rise significantly to align with the 2024 Annual Survey of Hours and Earnings (ASHE) data. Unlike the skill level, there are no transitional provisions for the increased salary thresholds. This means all new Skilled Worker applications submitted from 22 July 2025 must meet the new salary levels. A further review will be conducted by the Migration Advisory Committee (MAC).
End of Overseas Recruitment for Care Workers
A major change affecting the health and social care sector is the closure of overseas recruitment for care workers, effective from 22 July 2025. This decision follows serious concerns regarding exploitation, abuse, and non-compliance in the sector.
Transitional Arrangements for Care Workers in the UK
- Care workers currently in the UK can switch visa categories or extend their stay until 22 July 2028.
- To qualify, they must have been legally employed by their licensed sponsor for at least three months prior to application.
These measures aim to protect current workers and promote lawful, compliant employment practices.
Introduction of a Temporary Shortage Occupation List
The Government will implement a Temporary Shortage Occupation List (TSOL) to allow immigration for critical sub-degree roles that are essential to the UK’s industrial strategy and infrastructure projects. However, key restrictions include:
- No dependants allowed for workers on this list
- Removal of salary threshold discounts
- Higher visa fees without concessions
The MAC has been commissioned to review the list’s future, and any extension beyond 2026 will depend on its recommendations.
Closure of the Afghan Relocations and Assistance Policy (ARAP)
The Afghan Relocations and Assistance Policy (ARAP) will close to new principal applicants from 1 July 2025 at 3 pm. The Government states that the scheme has fulfilled its purpose, having relocated over 21,000 Afghan nationals and their families. Remaining relocations are expected to be completed by the end of this Parliament.
